Abstract
URBRA commissioned the Employment Benefits Baseline Survey in 2016.
The overall objective of the baseline survey was to identify employment-based retirement plans and other employee related benefits provided by employers in Uganda.
The specific objectives are provided below as follows:
i. To collect information on establishments providing employment-based retirement plans and other employee related benefits, including names of the establishments, employers or entities in formal sector, physical address, type and contact persons.
ii. To identify employment-based retirement plans and other employee related benefits provided by establishments.
iii. To categorize establishments providing employment-based retirement plans and other employee related benefits by sector, size and location in the survey districts (Gulu, Soroti, Mukono, Jinja, Mbarara, Masaka, Mbale, Wakiso and Kampala).
iv. To generate an electronic database of establishments providing employment-based retirement plans and other employee related benefits and an information storage system compatible with Microsoft applications for use by URBRA.
Employment benefits are an important part of employee compensation. Information about employment benefits is useful to job seekers, employees, employers and policy makers. This survey collected information on Employment Benefits offered to workers in the private sector, Non-Government Organizations and the public sector.
In all, 3,398 establishments were targeted. A total of 2,933 establishments employing 106,403 workers were interviewed with a response rate of 86%. The majority of establishments had between 10-49 employees.
Employment Benefits
The survey established that for Permanent staff, most establishments offered allowances (67.6 percent) followed by Any other benefits (9.8 percent), Pension (9.6 percent), Gratuity (9.2 percent) and a lump sum at retirement was the least offered (3.3 percent). For Temporary staff, most establishments offered allowances (24.8 percent) followed by Any-other benefits (2.6 percent), pension (2.1 percent), Gratuity (1.1 percent) and lump sum at retirement was the least offered (0.4 percent).
Establishments employing between 50-99 persons had the highest percentage of those providing Allowances and Pension benefits to their employees. On the other hand Gratuity, Lump sum and Any Other benefits were mainly provided by establishments employing more than 100 persons.
Registration with NSSF
The survey findings showed that out of 2,666 Establishments which are required by law to make mandatory contributions to the NSSF (i.e., Establishments employing five or more persons), only 58.8 percent were registered. However, 34.1 percent of Establishments employing less than five persons were making voluntary contributions to NSSF.
Retirement Benefits
Findings also revealed that 29 establishments had Voluntary Retirement Benefits Scheme (VRBS) which were operated as provident funds. The Industries with the highest number of retirement benefits plans were Finance and Insurance activities (32.3 percent), Education (16.1 percent), Trade (12.9 percent) and Human Health and Social work activities (9.7 percent)

Geographic Coverage

Sampling
Sampling Procedure
The survey was initially planned to cover establishments in the districts of Gulu, Soroti, Kampala, Mukono, Jinja, Wakiso, Mbarara, Masaka and Mbale. These districts were selected following guidance from URBRA as districts of interest. Later, however, UBOS in consultations with URBRA included Buikwe
because of the existence of large establishments in the district and its proximity to Jinja and Mukono.
The 2009/10 Census of Business Establishments (COBE) dataset was used to identify establishments that fulfilled the sampling design. The establishments were categorized by ISIC groups.
A total of 3,398 establishments distributed across the 9 districts were selected.

Deviations from the Sample Design
Non-response mainly resulted from, among others reasons, failure to locate some establishments and delays in acquiring information due to lengthy administrative procedures.
Response Rate
A total of 3398 establishments households were sampled, out of which 2933 establishments were successfully interviewed, accounting for an 86.3% response rate.

Supervision
Interviewing was conducted by teams of interviewers. Each interviewing team comprised of 4 interviewers, a supervisor, and a driver. Each team used a 4 wheel drive vehicle for travel.
The role of the supervisor was to coordinate field data collection activities, including management of the field teams, supplies and equipment, finances, maps and listings, coordinate with authorities at the establishments concerning the survey plan and make arrangements for accommodation and travel. Additionally, the field supervisor assigned the work to the interviewers, spot checked work, maintained field control documents, and sent completed questionnaires and progress reports to the central office.
The field supervisor was also responsible for reviewing each questionnaire at the end of the day, checking for missed questions, skip errors, fields incorrectly completed, and checking for inconsistencies in the data. They also observed interviews and conducted review sessions with interviewers.
Field visits were also made by a team of senior staff from UBOS head office on a periodic basis during fieldwork to provide support and to review progress.

Five teams composed of a Team Supervisor (Team Leader), 4 interviewers and a driver were constituted. Face to Face interview methods were used to administer the questionnaire.

The questionnaire for the EBBS 2016 was structured questionnaire and collected information on demographic characteristics of establishments; category of main activity of the establishments; total number and category of staff members of the establishments; legal ownership of the establishments; types of employment benefits provided to staff; establishments with Voluntary Retirement Benefits Schemes; Governance of the Retirement schemes; and types of savings schemes available in the establishment.
In addition to the EBBS 2016 questionnaire, a qualitative questionnaire was administered to the establishments as a follow-up to validate key responses collected about Retirement Benefits and Savings Schemes.
